So <b>all</b> magic-users must know it. So, maybe, all M-Us can cast it once a day aside from their regular casting abilities.<br />If that is the case, the jump from 3rd to 4th is one 1st level spell and one second level spell. The mention in the example character is just for thoroughness, the reader being a newbie and all.<br /><br />But, yeah, that last idea is a doozy of an inference, or jump to a conclusion. I get that.
